Imagine a jail stuck on a lonely island in the middle of nowhere, surrounded by endless water. That’s Tulip Prison—a place where Japan sends its worst criminals, the ones they think are beyond saving. It’s called the “phantom precinct” because it’s like a hidden, dark corner of the justice system. Now picture Shuichiro Minato, a guy from Tokyo who got himself in big trouble one winter night. The city was all lit up for Christmas, and Shuichiro was out there causing a scene. He got nabbed for being a public nuisance. In court, he tried to explain it was just his way of showing who he is—like art—but nobody got it. They slapped him with a ten-year sentence for being a pain and fighting the cops. Worse yet, they decided he was too messed up to fix and shipped him off to Tulip Prison. Surrounded by rough characters who seem more like monsters than people, can this stubborn troublemaker make it through?

A Friend in a Rough Place

Shuichiro meets someone unexpected—a tough, confident woman who actually treats him decently. She’s the first person he really talks to in there. Known as “Cultmaster,” she dishes out solid tips on how to deal with the prison’s brutal ways. Back in the real world, they called her “Drone Girl” because she was mixed up in some shady recording stuff. Inside these walls, she’s just another inmate. She likes keeping to herself and has a sharp tongue that scares most people off. “I hate owing anybody anything,” she says, and you can tell she means it.
